Constitution
I. Name:
International Catalina 27/270 Association
II. Objectives
The Association shall be a non-profit organization dedicated to promoting
the enjoyment of sailing, cruising, and racing by:
- Establishing and maintaining
one-design standards and specifications in order to insure competition
between boats of identical design and performance in all the essential
areas such as hull lines, weights, and sail plan.
- Promoting one-design class
racing under uniform rules and regulations which will test the skills of
the skipper and crew.
- Keeping the cost of
acquisition and upkeep of the Catalina 27/270 Sloop within modest limits
without sacrificing high standards of performance and seaworthiness.
- Cooperating with other
yachting organizations and, in return, to insist on the observance and
compliance with the rules and regulations of the International Catalina
27/270 Association.
- Coordinating cruising and
social activities.
- The International Catalina
27/270 Association has jurisdiction over all Catalina 27/270 class
activities. The class Constitution and Bylaws are binding upon all members
and Fleets and govern all Catalina 27/270 class races regardless of their
sponsorship.
- Prior to eliminating or
deviating from any of the requirements set forth by this document, written
permission must be obtained from the International Catalina 27/270
Association.
- All disputes concerning the
interpretation of the contents of this document shall be resolved by the
governing body of the International Catalina 27/270 Association, and all
decisions of the governing body shall be considered final.
- The governing body of the
International Catalina 27/270 Association reserves the right to declare
any sloop which does not conform to the SPIRIT as well as the letter of
these rules and regulations ineligible to participate in the class
activities or racing as a Catalina 27.
- The International Catalina
27/270 Association shall not be liable for any debts contracted by its
officers, fleet officers, or members other than the expenditures
authorized upon written order of the Commodore and Secretary Treasurer.
- A Catalina 27/270 owner
shall join the National Association through a Fleet on whose water he
normally sails.
- A Fleet is the territorial
unit, as designated by the International Catalina 27/270 Association, open
to all eligible persons within its area. It designates and elects its own officers.
A Fleet is self-governing in all local matters not conflicting with the
international Catalina 27/270 Association's Constitution, Bylaws, or rules
and has the authority to accept or reject application for Fleet
memberships.
- Owners of Catalina 27/270
Sloops in areas where no Fleet exists, and there are insufficient boats to
form a Fleet may, upon application to the national Association
Secretary-Treasurer, become an unattached member of the Association. At
such time when the number of unattached members in a given locale reaches
a value constituting a Fleet, the unattached members in this area will be
requested, in writing, by the International Catalina 27/270 Association,
to band together and apply for a Fleet Charter.
- The purpose of a Fleet is to
foster and promote the Catalina 27/270 class activities at the local level
and to encourage participation by the individual members of a Fleet.
- A new Fleet, consisting of
three or more Catalina 27/270 Sloops, may be chartered upon application to
the governing body by three or more owners, who must be members of the
international Catalina 27/270 Association, and are not within the
territory of any organized and chartered Catalina 27/270 Fleet.
- Fleet Charters may be
granted or suspended by the governing body of the Association, but can be
revoked only by a vote of two-thirds (2/3) of the Executive Board for the
reasons listed below:
- Failure to maintain,
in good standing, a minimum membership and quota of Catalina 27/270
Sloops.
- Failure to file an
annual report of Fleet members.
- Failure to comply
with the contents of this document knowingly or otherwise.
- Suspended Fleets, members,
and ineligible Catalina 27/270 Sloops shall be posted in writing and shall
be barred from the participation in any of the Catalina 27/270 races and
activities. They cannot be reinstated in the Association until such time
that all the International Catalina 27/270 Association's requirements are
fulfilled.
- The Association members in
good standing of a suspended Fleet which failed to maintain the minimum
membership or quota of Catalina 27/270 Sloops shall be reclassified as
unattached members until such time that their Fleet is reinstated.
- Fleet members of Fleets
which are suspended or revoked for reasons other than minimum membership
shall have their Association membership suspended until such time that
their Fleet is reinstated.
- A Regular member is an
owner of a duly certified Catalina 27/270 Sloop which is registered in a
chartered Catalina 27/270 Fleet. He shall have the privilege of holding
office and voting with the exceptions stated in the following
restrictions:
- Only one part-owner
per boat shall hold office in the National Association at any one given
time.
- Only one vote per
boat shall be allowed in all voting matters.
- An Unattached member is a
person meeting all the membership requirements of a regular member except
that he is not within any Fleet territories. He is entitled to all the
privileges of a regular member except for Fleet representation.
- An Associate member is a
person who may be part owner or a charterer. As such, an Associate member
may not vote or hold office. He may, however, skipper a boat, attend all
general membership meetings, and shall receive all Association mailings.
- An Honorary member is a
non-Catalina 27/270 owner who has an active interest in the welfare of the
class. As such, an Honorary member may not vote, hold office, or skipper a
Catalina 27/270 Sloop. He may, however, attend all general membership meetings
and shall receive all Association mailings. An Honorary member shall be
admitted into the Association by a simple majority vote of the member's at
a general membership meeting or by written approval from the Executive
Board.
- A member shall be classified
as a "Charter Member" for his service in helping to establish
the International Catalina 27/270 Association, in its organizational
phase, by becoming a paid member in good standing on or before April 1,
1972.
- A paid member In good
standing and owner of a Catalina 27/270 Sloop shall be eligible to race in
any sanctioned race outside of his territorial Fleet. He shall conform to
the local Fleet Rules and Regulations where he is racing and shall hold
his current Association Membership Card and "Official Certificate of
Measurement and Registration" to demonstrate ownership, official
measurement, and membership in the International Catalina 27/270
Association.
- Members who are delinquent
in either their Fleet or National Catalina 27/270 Association dues shall
be ineligible and disqualified from class racing until such time of the
dues are paid. Members who persist in racing before said dues are paid
shall be suspended.
- When a member ceases to be
a Catalina 27/270 owner, his membership and racing eligibility shall be
retained until the end of the calendar period.
- A member cannot belong to
more than one Fleet at one time, nor can a Catalina 27/270 Sloop be
registered in more than one Fleet at one time.
- In the event a member of
any status elects to terminate his membership in the Association, all fees
and dues shall be forfeited.
- Authority
- If not otherwise
stipulated, the governing body shall interpret the Constitution and
Bylaws, determine policy of the Association, and shall serve as the last
court of appeal in disputes over the interpretation of this document.
- All issues before the
Executive Board will be decided by a two-thirds (2/3) majority vote of
those Board members in attendance.
- The Executive Board
has the authority to enforce its decision by suspension of entire Fleet
or individual members. The governing body shall sanction or ban races,
grant or revoke Fleet Charters, and suspend members guilty of gross
violation of the rules or unsportsmanlike conduct. The Boards rulings shall
be binding and final.
- All dues must be paid before
a member can be considered in good standing, and payment of dues on or
before their due data shall be the sole responsibility of each member.
- In the event a member of any
status elects to terminate his membership in the Association, all fees and
dues shall be forfeited.
- The sole governing body of
the International Catalina 27/270 Association shall be the Executive Board
and it will conduct the day to day business of the Association..
- The Executive Board shall
consist of the following officers:
- Commodore: The
Commodore is the Chief Executive. He shall preside at meetings, rule on
procedures and jurisdiction, summarize decisions, appoint special
committees, and authorize payment of all bills.
- Vice Commodore: The
Vice Commodore shall officiate in the absence of the Commodore.
- Secretary-Treasurer:
The Secretary Treasurer shall handle the Association correspondence, record
the minutes of the meetings, maintain accurate current records of
members, Fleets and registered Catalina 27/270 Sloops. He shall also
maintain the financial records and securities of the Association, deposit
funds, disburse funds only on order of the Commodore, and shall perform
all other duties pertaining to that office.
- Two directors, one
from west of the Rocky Mountains and one from east of the Rocky
Mountains, may be elected each year. Each will have one vote on the
Executive Board.
- The above officers
shall be elected and serve for one year from January to January. Each
shall be nominated, and voted upon separately by the paid members in good
standing or their duly authorized proxies. The candidate receiving the
greatest number of votes shall be considered elected.
- In any event that an
office of the Executive Committee is vacated for any reason, the
Executive Board shall appoint a member in good standing to fulfill the
unexpired term with the exception that the Vice Commodore shall assume
the responsibilities of Commodore if the Presidency is vacated.
- Chief Measurer: The
Chief Measurer shall answer all questions from Fleet Measurers regarding
measurement rules. He shall interpret rules and regulations concerning
construction, sail plan, rigging, equipment, and shall make rulings on
matters not specifically covered in the official plans and
specifications. All such rulings shall be subject to the approval of the
Executive Board. The Chief Measurer shall not approve changes in
construction, specifications, sail plans, or rigging.
- The Commodore may
appoint the Chief Measurer, Mainsheet Editor, and Technical Editor for an
indefinite term. They will not vote on the Executive Board.
- The members of the
international Catalina 27/270 Association shall be assessed equally as
funds are needed for mailings, balloting, postage, and running of the
organization, and any larger capital expenditures shall require the
approval of the membership.
- The International Catalina
27/270 Association and Fleet dues shall be fixed by their respective
Bylaws and shall be collected annually.
- A Sole Owner or Co-Owners
of a Catalina 27/270 Sloop, who are paid members in good standing of the
International Catalina 27/270 Association, shall be entitled to cast one
vote per Catalina 27/270 Sloop. No more than one vote shall be allowed for
any one member no matter how many Catalina 27/270 Sloops he owns.
- If not otherwise
stipulated, a fifty-one (51) percent majority of votes cast shall decide
all questions, and the chair shall cast the one deciding vote in case of a
tie and may also fix a time limit on speakers and debate of motions.
- Each member shall have the
sole responsibility for properly casting his ballot on-line, in person, by proxy,
or by mail.
- Any member of the Executive
BOARD may be removed from office by a three-quarters (3/4) majority vote.
- No member may be suspended
from a Fleet except by a majority vote of the Fleet.
- The constitution and Bylaws
can never be suspended but may be amended at any meeting open to the
general membership by a majority vote of all votes cast.
- All proposed amendments, at
either Annual or Special meetings, must be included in the notice,
thereof, and shall be mailed to all members at their last address, as
recorded with the Association. by the Secretary-Treasurer, not less than
forty-five (45) days prior to the date of the meeting to allow time for
voting by mail. No amendment shall take effect until ten (10) days after a
notice of the passing of said amendment is mailed to the membership.
- Proposed amendments to the
Constitution and Bylaws shall be submitted to the Association only by
Fleet action or by the Executive Board.

Bylaws
- The Annual meeting of each
Fleet shall be held not later than March 31 of each year and the results
of the election of Fleet officers shall be filed with the International
Catalina 27/270 Association not later than two weeks after each election.
- The annual dues of the
International Catalina 27/270 Association are payable in US funds and
shall equal:
- $20.00 per year (US
addresses)
- $24.00 per year
(Canada and Mexico addresses)
- $27.00 per year (all
other addresses)
- Fleet dues shall be
determined by each Fleet and retained for use by the Fleet.
- All members are to forward
their dues directly to the Association Secretary-Treasurer or a designated
party on receipt of payment due notice.
- Paid members in good
standing shall be issued a current membership card.
A Catalina 27/270 Sloop is eligible and considered in the Catalina 27/270
class only if it is a Catalina 27/270 Sloop as designed by Frank Butler and
Robert Finch, and if it:
- Conforms to measurement
rules as certified by a class measurement certificate.
- Has been properly
registered.
- Is owned by a qualified
member recorded at the time in good standing with the Association.
- The International Catalina
27/270 Association's "Official Certificate of Measurement and
Registration." as issued by a Fleet Measurer or his proxy, shall be
binding upon all organizations conducting races for the Catalina 27/270
class. A yacht holding a valid measurement certificate signed by the Fleet
Measurer or his proxies, shall not be subjected to measurement or protest
on measurements unless reasonable grounds can be shown to give evidence of
subsequent alterations: however, a Catalina 27/270 Sloop is always subject
to re measurement by order of Fleet officers, Executive Board of the
Association, and/or the Measurement Committee at the National or
International Championship Regatta.
- Fleet Measurers shall
restrict their authority to the actual measurements and recording of measurements
on the "Official Certificate of Measurement and Registration' and
verification of compliance with class rules and registration. Rulings on
controversial changes or changes that affect sailing characteristics must
be referred to the Chief Measuer for evaluation and presentation to the
Executive Board if required. Fleet Measurers shall not measure their own
boats except under the supervision of a disinterested Fleet or Association
member.
- No sloop shall be eligible
to enter National or International any race for the Catalina 27/270 class
unless a Certificate of Measurement has been granted to said sloop.
- General
- The Catalina 27/270
Sloop shall be kept basically as designed by Frank Butler and Robert
Finch / Daniel Casal and built by Catalina Yachts. Inc. Any departure by
the manufacturer or owner of the Catalina 27/270 Sloop in the hull
configuration, displacement, sail plan, ballast (as for amount or
location) and rigging, without prior approval of the International
Catalina 27/270 Association would render that boat ineligible to compete
as a Catalina 27/270 Sloop. Proposed changes by the builder shall
promptly be referred to the Executive Board who shall submit their
recommendations to the general membership for a vote within sixty (60)
days from the date of receipt of such proposals. The cost of special
mailings, if necessary, shall be borne by the builder.
- All measurements,
equipment, and characteristics of the Catalina 27/270 Sloop shall comply
with the details listed and described herein.
- The boat shall be
raced in cruising trim and the owners should recognize the spirit of this
requirement. Cruising trim shall mean that the boat is equipped with a
galley, table installation, and water tank or comparable weight thereof,
head, life lines, running lights in working order, 12 volt rechargeable
marine battery, inboard motor, or outboard six horsepower minimum mounted
ready for use in a horizontal position, fuel, regular bunk pads, and all
equipment normally furnished with the boat such as drawers, covers, and
hatches.
- All removable parts
of hull, cabin, or deck shall be on board during a race.
- A Catalina 27/270
Sloop shall carry ground tackle and lifesaving equipment conforming to
U.S.S.A, rules #23 and #24 and U.S. Coast Guard requirements, with a
minimum of 100' anchor line and a #13S Danforth (or anchor of equivalent
holding power).
- Minimum crew shall be
two (2) and maximum crew shall be six (6) including skipper. Children under
age twelve shall not be counted.
- Tiller extensions are
allowed.
- Hull and trim
- Construction of all
hulls shall be molded fiberglass in or over an approved mold manufactured
by Catalina Yachts, Inc., or their successors or assigns.
- The hull dimensions
shall be 26' 10" LOA, 21'9" LWL: 8'10" Beam: 4'0"
Draft.
- Ballast: Outside,
2,650 to 2,750 pounds of lead from a pattern maintained by the builder.
No inside ballast shall be allowed except as noted above in Article V,
Section A, Parts 3 and 5. This ballast, when required, will be placed in
the same location as that of the item it replaces.
- Spars and
Rigging
- The mast and boom
shall be made of aluminum to the drawings and dimensions shown on the
official plans as designed by Frank Butler and Robert Finch.
- The whisker pole,
when set, shall be connected to the mast. The whisker pole, including
fittings, shall not exceed the "J" dimension.
- Rigging shall be
essentially as shown on the plans. The Chief measurer reserves the right
to declare ineligible any yacht which does not conform to the SPIRIT as
will as the letter of the rules and specifications. Double headstays are
not allowed.
- Adjustable backstays
are allowed.
- Any type or means of
mainsheet control or purchase is allowable.
- Jib sheet fairleads
may be placed as desirable; i.e., the track may be moved or added to.
- Any form of vang on
the main boom is legal.
- Trapeze shall not be
used.
- Banding: Mast and
boom shall be banded with a contrasting stripe at least 1" wide.
"E" Boom: After edge of mast to inside of band 10'6"
maximum.
"P" Mast: Top of lower band to bottom of top band 28' 8"
maximum; from deck to top of lower band 38" minimum.
- Other dimensions
shall be: "I" 34 0"; "J" 11 3"
- The spinnaker pole,
when set, shall be connected to the mast. The spinnaker pole, including
fittings, shall not exceed the "J" dimensions.
- Sails
- The intent of rules
is to minimize the cost of sails and to discourage rule beating sails.
All dimensions stated herein are MAXIMUM.
- All sails shall be
stamped on the tack of the sail with waterproof ink by the Fleet Measurer
with the official stamp The Fleet Measurer shall sign and date the sail
within the stamped area. Sails which are not stamped, signed, and dated
by a Fleet Measurer shall not be considered legal and shall disqualify
any sloop if they are used while racing.
- For Catalina 27
One-Design racing purposes, the maximum number of allowable sails shall
be six, with not more than one sail in each category described below:
No. 1 Genoa - 170% maximum, luff 34'6", LP
19'1.5"
No. 2 Genoa - 155% maximum, luff 34'6", LP 17'5.25"
No. 3 Genoa - 120% maximum, luff 34'6", LP 13'6"
Mainsail - Luff 28'8", Foot 10 6"
Spinnaker (any type)- Leech & Luff 34' 2.5", Girth 20'3"
Storm Jib - not to exceed 90 square feet
Minimum cloth weight of any headsail - 2.6 oz. per sailmaker yard
Minimum cloth weight of any spinnaker - 0.75 oz. per sailmaker yard
- The sail inventory
and specifications herein above stated shall be the standard for use in
the International Championship Regatta and in local Fleet competitions.
However, each Fleet shall retain the right to select any combination of
said sails for its local competition, and the host Fleet shall have the
right to select any combination of said sails for the International
Championship Regatta, with the proviso that said selection will be
announced in writing to all Fleets no less than 120 days before said
Regatta.
Total inventory: The maximum number of usable
sails shall remain at six as described above. Sails previously measured shall
have their certification voided when replaced by submitting them to the Fleet
Measurer at the time of measuring the replacement sail. Sails sold or traded
must be re measured if intended for racing use.
- Sails (except
spinnakers) may be of any woven fabric or they may be Mylar composite
with yarns of Dacron, Pentex, Aramid (Kevlar), Spectra or Vectran. Carbon
fiber or PBO may not be used. They may be of paneled or molded
construction. A transparent window may be installed. Spinnakers must be
constructed of nylon.
- While being measured,
sails shall be pulled tight to remove wrinkles, but not so tight as to
put tension in the sail.
- Intentionally
Deleted.
- All jibs shall be
fitted with snap hooks, all of which when the sail is set as a jib, must
be attached to the forestay. Head foils may be sewn in lieu of snap
hooks. Only one halyard may be used to hoist head sails in an
internationally sanctioned regatta unless ALL of the competing boats are
so equipped.
- Intentionally
Deleted.
- The clew of the
mainsail shall not be pulled out beyond the inner edge of the band on the
boom.
- Cunningham holes and
any number of reef points are permitted on mainsail and head sails.
Specifications, however complete, cannot anticipate every possible situation
that may arise. If a point is not covered herein, or governed by the dictates
of common sense, a ruling must be obtained from the Chief Measurer, subject to
the consent of the Executive Board. In interpreting any point not covered or of
obscure meaning, the Chief Measurer shall consider the intended meaning rather
than any technical misconstruction which may be derived from the working, and
shall bear in mind the basic principles of the specification for maintaining a
Catalina 27/270 Sloop as a one-design class.
Questions as to the interpretation of the rules and restrictions as stated
in the Bylaws, and questions regarding the legality of anything about the
Catalina 27/270 hull, rigging, sails, or accessories shall be referred to the
Chief Measurer in writing by any member presenting such questions. The Chief
Measurer, aided by the Executive Board, shall make a prompt decision which
shall be recorded and sent by the Association Secretary-Treasurer to all
members.
Rulings or decisions shall become effective ten (10) days after said rulings
are sent to the membership.
- The Association
Secretary-Treasurer shall maintain a permanent record of each Catalina
27/270 Sloop showing number, name, and ownership.
- If alterations or repairs
are made that affect more than one half (1/2) the hull, or are so
extensive as to warrant, in the opinion of the Chief Measurer and/or Board
of Directors, a new measurement, a new certificate shall be required.
Any proven violation, knowingly or otherwise, of the published rules and
regulations of the International Catalina 27/270 Association shall result in
the mandatory disqualification of that owner and his Catalina 27/270 Sloop for
the duration of the violation. The responsibility of knowing the rules rests
with the member.
1. TALL RIG SLOOP
- General
It is recognized that the Tall Rig Catalina 27 Sloop, designed by Frank
Butler and Robert Finch, is raced in local Fleet races. It is, therefore,
necessary that the tall rig sloop be controlled by the Bylaws of the
International Catalina 27/270 Association.
- Specifications
- The hull dimensions
shall be 27 10" LOA, 21 9" LWL, 8 10" Beam, and 4
10" Draft.
- Ballast and all
other specifications pertaining to hull, cabin, deck, cruising trim, and
safety equipment shall be the same as those for the standard rig. These
rules pertaining to the number and replacement of sails shall be the same
as those for the standard rig.
- Banding: Mast and
boom shall be banded with a contrasting stripe at least one(l) inch wide.
"E" - boom: after edge of mast to inside of band - 9.66 ft,
maximum.
"P"-mast: top of lower band to bottom top band - 29.66 ft. maximum.
- Other dimensions
shall be: "I" - 36.00 ft.; "J" - 12.20 ft.
- Sail measurements
(all dimensions are maximum allowable unless otherwise noted) :
- Mainsail: Luff -
29.66 ft. Foot - 9.66 ft.
Upper and lower battens - 1.96 ft. 2 intermediate battens - 2. 15 ft.
Headboard - 3.47 in.

1. CATALINA 270
- General
It is recognized that the Catalina 270 sloop, designed by Frank Butler and
Daniel Casal, is the current 27 foot sailing auxiliary manufactured by
Catalina Yachts. As the successor design to the original Catalina 27, it
is necessary for the Catalina 270 to be regulated by the Bylaws of the
International Catalina 27/270 Association, and for Catalina 270 owners to
be admitted into the IC27/270A.
- Specifications
- The hull dimensions
shall be 27 0" LOA, 23 9" LWL, and 9 10" Beam.
Draft of fin keel version shall be 5 0".
Draft for wing keel version shall be 3 6".
- Ballast shall be
cast of lead from a pattern maintained by the builder.
Fin keel ballast shall be 1840 lb. +/- 100 lb.
Wing keel ballast shall be 2060 lb. +/- 100 lb.
- Banding: Mast and
boom shall be banded with a contrasting stripe at least one(l) inch wide.
"E" - boom: after edge of mast to inside of band - 11 6"
ft, maximum.
"P"-mast: top of lower band to bottom top band - 28 3"

and provisions not specifically mentioned in Appendix B (allowed sail
materials, cruising trim, etc.) shall be referred to the appropriate
section of the Bylaws. The intent shall be to extend the spirit of the Bylaws
to the Catalina 270 fleet. Any conflicts shall be resolved by the
measurer and incorporated into this Appendix.
- National Regatta:
Since the Catalina 27 and 270 are completely different designs, they
cannot race fairly as one designs. The Catalina 270 can, however, race as
a separate class in any national event. Wing keel and fin keel versions
will be handicapped as specified by local PHRF regulations.
